Shall foreign citizens be allowed or not to purchase agricultural land in Georgia?

It must be stipulated, that purchasing agricultural lands by foreigners has to be forbidden, as the land, historically, has never been an object for business to local people.  Agronomy is not profitable and imposes governmental funding, and the governmental funding must exceptionally be used for Georgian citizens.  The fundamental interests of our country require that the traditional agricultural sectors (Winemaking, beekeeping, sericulture) are preserved.  This is only possible through target-oriented state programs. Participation of foreigners in this case is inexpedient.
