Shall foreign citizens be allowed or not to purchase agricultural land in Georgia?

I do not think that there is another state in the world, which so wastefully deals with land and especially agricultural land, as Georgia is. Therefore, squandering of Georgian land must be ceased unconditionally, in particular, taking outside on the world’s open market, where no one competitive citizen of Georgia acts today. Ownership of agricultural land, including ownership by foreign citizens must be maximally restricted for certain period, in order that the interest of producers, in their number of foreign producers, will not weaken; with that purpose the long-term leasing of land must be established and regulated by law, and bodies of local self-government should reasonably balance interests of local and foreign leaseholders.
